省長Patrick昆士市政廳簽署法重建昆士市區

省長Deval Patrick 2011525日上午10:50分時,在昆士市政廳簽署一項歷史性法案,立案批准16億美元重建昆士市區計劃。

 

昆士市市長 Thomas Koch、承建商、其他地區的政府官員都出席見証昆士的末來,因經簽署成為法律的法案,將向前推進16億美元重建昆士市區,創造新的建設和提供數以千計的長期工作職位。

 

省長說:『在美國經濟未見完全復甦的日子裡,我和不少市長會面,大部份都抱着等待的態度,但昆士市長是不一樣的,建成了新的學校,更積極爭取市區重建的計劃,昆士受觸目因有美國歷史價值的一面;

重建後有了新的商業樓宇,大厦、酒店、商舖、飲食業等等;嶄新的遠景增加就業,吸引更多市民的遷徙而至,好的學校培育出末來的精英,紥根昆士、提升昆士地位,至此,我們不再只活在歷史之城;力讚麻省眾議員陳德基便是昆士之典範。

這項新法律是一個偉大的例子,透過我們如何與社區合作,以確保政府是順應配合社區需要,通過支持這個項目,我們正在確保獨聯體的長期繁榮,支持創造就業機會,業務增長和社區發展。

 

這項新的法律有利於城市的土地處置協議,與開發商的重建昆士市中心,同時利用國家的城市重建方案(MGL C 121A)通過,將某些審批辦法,由聯邦政府的住房和昆士社區發展投資商去制定其發展規劃。』

該法案的簽署儀式眾議院法案3337,某一行為,加快市區重建在昆士市,是一個歷史性的時刻,也很自豪能參加與昆士市代表、及官員團,見証此法案被簽署成為法律,昆西市的銷售只會增加,新昆士中心將促進創造就業機會和鼓勵新企業投資,發展和擴大它在本市,預期的現代化建設,將創造一個新的辦公空間基礎,餐廳,新的住房單位,賓館,零售,公園等,這將加強遊客增加及新居民遷移到這城市。


投資公共基礎設施,隨著教育和創新已成為重要組成部分,指定開發商,預計這一項目將需要13億美元的私人投資,在城市為 2.89億美元和5000萬美元的組合州和聯邦資金來完成重建昆士50畝市中心,省府當局曾承諾,以810萬美元的聯邦刺激經濟復甦的資金,來支持昆士第二段發展工程,50,000元的交通的發展(TOD)的贈款,研究一個新的公共環境、部分之間的連接 MBTA紅線地鐵昆士中心和市中心區,昆西市議會已批准項目的連接,預計將在2013年。(以英文版本為准。)

Governor Patrick Signs Law to Advance Quincy Redevelopment Project

 

Governor Deval Patrick today joined Mayor Thomas Koch of Quincy and other state and local officials as he signed into law an act that will move forward the $1.6 billion urban renewal of downtown Quincy and create thousands of new construction and permanent jobs. Today’s signed continues the Patrick Murray Administration’s commitment to strengthening the Commonwealth’s communities and unlocking new economic development opportunities for public-private partnerships.

 

This new law is a great example of how we’re partnering with communities to ensure that state government is responsive to their needs.said Governor PatrickBy supporting this project we are ensuring the Commonwealth’s long-term prosperity by supporting job creation, business growth and community development.

 

The new law facilitates the City’s land disposition agreement with the developer for the redevelopment of Quincy Center. It will afford the City more oversight while utilizing the state’s Urban Redevelopment Corporation program (MGL C. 121A) by shifting certain approval measures from the Commonwealth’s Department of Housing and Community Development to the Quincy Development of Planning and  Community Development.

 

The  Downtown Quincy project is good not just for the Quincy economy, but the economy of the South Shore, and the State as a whole,said Senator John Keenan.The City, let by Mayor Koch, has crafted a strong plan that maximizes the economic potential of the Downtown area, while protecting the residents and taxpayers of Quincy.

 

This legislation is the final step in approving this innovative public-private partnership which will revitalize downtown Quincy. The result will be type of long-anticipated upgrade to Quincy Center that never could have occurred through traditional financing. I thank the Governor for his support of this critically important project for the City of Quincy said Representative Ronald Mariano.

 

The bill signing ceremony for House Bill 3337, An Act Facilitating Urban Redevelopment in the City of Quincy, is a historic moment that I am proud to partake in with the Quincy delegation and the City Officials of Quincy, with this bill being signed into law, the City of Quincy’s marketable will only enhance. The New Quincy Center will promote job creation and encourage new businesses to invest, develop and expand within the municipality. The expected modernized construction will create a foundation  for new office space, restaurants, new housing units, Hotels, retail, space and so on, which will bolster an increase in visitors, tourists and the migration of new residents into the City.

 

Investing in public infrastructure. along with education and innovation, has been a key component of Governor Patrick’s strategysaid Secretary off Housing and Economic Development Gray Bialcecki..

 

StreetWorks, the designated developer, anticipates the project will require $1.3 billion in private investment,$289 million in city bonding and $50 million in state and federal funding to complete the redevelopment of 50 acres In Downtown Quincy. The Patrick Administration has pledged a commitment of $8.1 million in federal stimulus recovery funds to support Phase ll of Quincy Concourse and $50,000 in Transit in 0riented Development (TOD) grants for a study of a new public space/part connection between the MBTA Red Line station and the Quincy Center downtown area. Quincy’s City Council has approved bonding for the project. StreetWorks expects to break around on the project in 2013.
